Description

host should be able to automatically spec below minimum rank players.

ghm... imho for now the most important feature. Since nobody implements it, i'll do it=)

I've got simple balancing in (teams get an equal number of players), now for the real stuff.

few notes:

a) no autokick based on rank will be accepted, only autospectator
b) no autokick for spectators will be accepted, some players absurdely belive that they can lag the game and we don't want to encourage such practice
