Description
since lot of people have started "anonymous" tickets or replies, we cannot track them to ask for further informations
having the username empty by default & deny submit until it's filled with something would suffice

not easily done with current trac installation, will see again when 0.11 is released

other than adding a custom field for reporter, only thing i can see with redmine now is requiring registration for reporting and i'm sure we don't want that.
